ArcGIS Server 10.9 offers new enhancements, tools, and bug fixes. For a list of issues that were fixed at 10.9, see the 10.9 Issues Addressed List.
Note:
When upgrading to 10.9, you need to reauthorize your software with a new authorization file for 10.9. You can access your authorization files in My Esri.
It's recommended that you review the deprecation notice to determine whether your hardware and software components are still compatible with version 10.9 and to see a list of functionality that has been deprecated.
Upgrades are not supported from ArcGIS Server 10.3.1 or earlier versions to 10.9. To upgrade your ArcGIS Server site to 10.9, you must first upgrade it to version 10.4 or later; then upgrade it again to 10.9.
Migrate services to the ArcGIS Pro service runtime
Support for GIS services published from ArcGIS Desktop is being phased out. ArcGIS Server 10.9.x is the last release cycle to support the ArcMap service runtime.
Beginning with the ArcGIS 2022 releases, it will no longer be possible to publish services from ArcMap (including ArcPy based in ArcMap) to ArcGIS Server sites. Additionally, some services published from ArcMap will no longer be able to run if present during an upgrade to the ArcGIS 2022 and later versions.
It is recommended that all customers transition all publishing workflows to ArcGIS Pro for new services and consider migrating all existing services to the ArcGIS Pro service runtime.

New in ArcGIS Server Manager
You can now specify the Topographic Production capability on map services.
Two new options are available in the Service Editor for map services (with or without Feature Access):
- The Preferred Time Zone property, available on services published from ArcGIS Pro, specifies the time zone for ArcGIS Pro to use when displaying queries from the service.
- A new time zone option, Unknown, prevents any time zone conversions from occurring on data in the service. This is useful to preserve time data, such as when a service contains time stamps from multiple time zones.
Print services
At 10.9, you can now include TIFF outputs in custom print services.
